Main objectives

The “Local Government Analyst” study club was established in June 2011 at the Faculty of Management of Czestochowa University of Technology. The club's supervisor is dr Justyna Łukomska-Szarek – assistant professor in the Chair of Finance, Banking and Accounting. The club is an association of students who wish to actively pursue their interests in local government issues through scientific and social activities. The club brings together students who wish to learn the practical aspects of the issues studied in the field of local government finance, and who in the future wish to become highly qualified specialists with the ability to prepare professional analyses for the needs of state and local government institutions.

The guiding motto of the activity of the student study club “Local Government Analyst” is to implement social initiatives, ideas and programmes popularising the individual achievements of the club’s members in addition to supporting their self-realisation at scientific and social levels.

The primary objective of the club is to integrate the student community interested in local finance and to enable its members to develop and expand their knowledge in this area, and above all, to develop analytical skills to effectively process and use internal and external sources of information for decision-making purposes at the local government level.

The research area of the club’s members covers a wide spectrum of issues related to the organisation of financial management processes in local government units, in particular:

• budget management of local government units
• sources and forms of financing local government activities
• principles of the rational management of financial resources by communes, districts and provinces
• methods and techniques of financial and statistical analysis used for the complex evaluation of the financial condition of local governments
• financial control in the public sector
• studying the interdependence of economic phenomena and the evaluation of economic processes at local and regional levels.

The club pursues its objectives by means of periodic scientific meetings devoted to discussions in the field of local government finances. At the meetings, the club’s members confront the acquired theory with the practice of local government life. The club organises discussion panels, training sessions, workshops, seminars and conferences with the participation of individuals professionally and scientifically connected with the problems of finances of local government units and public benefit organisations, as well as conventions, camps and scientific excursions in cooperation with other scientific clubs, organisations and associations.

Club activities

Members of the student study club “Local Government Analyst” actively participate in the organisation of scientific workshops for students, in numerous scientific conferences, and seminars. As a result of club activities, a total of more than 100 publications have been published, both nationally and internationally, in journals and monographs.
